We have been hired by ADB to undertake the Financial Management and Control Assessment under the TAC. The services to provided by VisionRI under the assignment include assessing the financial management capacity of the RCD and proposing a suitable financial management framework for smooth fund handling. The scope further included:
• Undertaking the financial management and control assessment of RCD in Bihar;
• Providing advice on how states could promote PPP schemes in road project financing; and
• Preparing a financially viable PPP scheme for selected PPP projects, if viable projects are found out by feasibility and DPR consultant teams.
