The long-term objective of the TA is to increase the availability of reliable and sustainable power supply in PNG at reasonable cost. The TA is assisting the Government to examine issues and options for promoting and facilitating the provision of such power, accessible to all people in the country in a reliable, safe, affordable and efficient manner. The main outputs of the TA will be an assessment of power sector demand and supply, review of power sector policy, legislation, regulations and procedures, diagnostic analysis of sector entities and related binding constraints, power demand forecast and least-cost supply development plan, action-oriented and monitorable power sector operational program, capacity building and disseminations Results/TA Findings.
The services provided by us under the Technical Assistance include (i) assisting the Government to (i) review available literature and documentation; (ii) identify the present energy and power demand and forecast demand; (iii) assess the supply options and assist the system optimization encompassing generation, transmission and distribution; (iv) review the pertinent policy, legislation, regulations and procedures, and establish their appropriateness and any deficiencies; (v) perform a diagnosis of the sector entities and constraints; (vi) assessment and analysis of options for development of the renewable energy resources like hydropower, wind energy, solar energy etc., (vii) explore the optimum energy efficiency options suitable for investment/financing under various financing windows available for energy efficiency project development, (viii) prepare three to five power sector development pre-feasibility studies for prioritized investments; (ix) draft a power sector operational program; (x) facilitate the coordination of donors; (xi) enhance human resources capacity; (xii) increase the awareness of stakeholders on the benefits of reform; (xiii) facilitate the support of policy makers; and (xiv) disseminate the main findings and lessons learned. As part of the TA, we are analyzing the possibilities of cross border power transmission between PNG and Indonesia.
