THE CONTEXT Mother Earth is witness to the incessant evolution of human civilization and resulting evolution of philosophy of development. Developmental activities across the modern world spin around four basic postulates. First, nothing can be deemed parting from the historical context. It may be erratic sexual behavior of American populace in the aftermath of attack on World Trade Tower or the crying poverty of Kalahandi, present owns its existence to past. Accordingly, any issue of development is always to be comprehended in the annals of past. Second, the progression of time from the supremacy of Indians in ancient times, heydays of British, the hundred years or so before 1870, starting with the industrial revolution - steam power, the textile revolution, steel making, and later railroads - to emergence of United States as the world's most powerful economy riding on the back of the boom in sun rising sectors like railroads, steel and oil has resulted in widened economic and socio-cultural disparities among the societies. Today, there are three worlds - developed, developing and underdeveloped- inhibiting on Earth having different priorities for development and diverse, stated or tacit, approaches to development. The resultant play of geo-politics has become even more complex. Third, the technological advances and emergence of knowledge societies coupled with a move towards globalization seems to fashion a so called global village. This phenomenon has two broad implications - one, the resulting flow of knowledge among societies is supposed to bridge the gap between three worlds; two, fusions of cultures is resulting in disturbed societies, at least in the transitory phase. At one hand, this process has given impetuous to awareness on developmental issues like human rights, woman rights, child rights, environment, nation building, democracy etc. etc. On the other hand, it has made the same developmental issues more complex to comprehend. Fourth, the contemporary movements like concerns for environment are trying to spearhead the development trajectory towards sustainability. However, it has initiated an unending debate on the concept of sustainable development and thus in turn making the comprehension of developmental issues even more complex.
